James brings to IGPP a wealth of public sector experience, combined with a strong background in institute and professional body leadership.
He started his career in the British Army and worked for the military in the UK and overseas for almost two decades. Over time, James moved from frontline roles to appointments in the Ministry of Defence, EU, and NATO headquarters. Pivoting into the wider public sector, he spent three years leading a transformation team in local government; designing and delivering ever-complex and innovative solutions to help balance the books during the age of austerity.
He joins IGPP from a director role at the Gambling Commission, the UK government’s gambling regulator. There, James led a range of strategy, policy, and other work to better regulate gambling and introduce more protections against gambling addiction and its related harms. Convinced of the value of data and digital services in regulatory delivery, he also sponsored a multi-year programme to improve how the regulator acquired, managed, and used data for the public good.
A strong advocate for continual professional development, James is about to complete a term of office as the Chair of the Board of Trustees of The Institute of Leadership and Management. He’s previously served as a committee chair for the International Association of Gaming Regulators and a director of the Gaming Regulators’ European Forum.
At IGPP, James plans to expand the evidence base which underpins the Institute’s work, bringing together the latest world-class research and sharing it as widely as possible. He will ensure the Institute’s vibrant and topical events programme remains closely shaped by that research. And, that IGPP continues to deliver high quality events which connect delegates with the deep expertise and grounded insights of first-class speakers. Recognising the need for the continual professionalisation of the public policy process, James also plans to expand IGPP’s course offer. Responding to the learning and development needs of policy and decision makers will be a key theme of his approach.
Through IGPP’s existing work, the organisation has become a focal point for a supportive and engaged community of professionals. James is committed to expanding the support we offer to this community, recognising the vital role those individuals play in designing and delivering the policies which shape and impact our daily lives.
James said, “I’m delighted to be appointed to lead the IGPP team. The institute has already made remarkable progress and achieved a strong foothold in the market. Together we’ll keep a keen focus on the needs of our delegates and community to grow our reputation for quality, thought-provoking events and courses.
