How can we build a SEND system that delivers support routinely and consistently?

The government has announced major reforms to England’s special educational needs and disabilities (SEND) system, introducing Individual Support Plans (ISPs), new “targeted”, “targeted plus” and “specialist” layers of support, and forthcoming national inclusion standards. By 2035, Education, Health and Care Plans (EHCPs) will be reserved for children with the most complex needs, while all pupils with SEND will have a legal right to an ISP, developed and reviewed by their school or college.

These changes aim to standardise support and reduce conflict, but they raise significant questions for schools, trusts and local authorities. Demand continues to rise, with EHCP numbers having nearly doubled since 2015 and requests increasing sharply since 2020. Workforce shortages, funding pressures and tribunal challenges remain ongoing concerns.
