As of January 2024, approximately 1.7 million pupils in England (18% of the total school population) have been identified as having special educational needs (SEN). Among them, around 1.2 million receive SEN Support, while 400,000 have Education, Health, and Care (EHC) plans.

The SEND and Alternative Provision Improvement Plan outlines future reforms following the green paper consultation. The plan proposes a unified system for SEND and alternative provision, guided by new national standards and local partnerships, with a roadmap detailing timelines for implementation.
