Keynote Address: Local Government, Land Use Planning And Net Zero: A Systems Approach To Meeting The Climate Challenges
  • Planning is built on the foundations of trying to ensure people can have access to a home and employment that allows contribution to society whilst protecting and enhancing the built, natural and historic environment.
  • However, plan making (where arguably the most leverage to ensure net zero can be addressed alongside the needs of growing and changing communities) must also be sustainable and more importantly be the tool for managing the complex interdependencies between the huge number of other organisations and stakeholders who have to come together to deliver places in the future.
  • Local authorities are taking action to reduce their own carbon emissions and working with partners and local communities to tackle the impact of climate change in their area, and for economic development professionals leading or supporting growth, regeneration and placemaking initiatives, climate change and environmental issues should be at the uppermost of their thinking.
  • Hear about how this is working in the emerging Greater Cambridge Local Plan, its net zero carbon study, and the emerging learnings – and why local government should not lose sight of the significant powers it already has to tackle climate change.

Keynote Address: Creating the Country's Largest Flood Alleviation Scheme
  • Identifying flood measures that would provide the most immediate benefits
  • Making significant improvements on a smaller budget whilst achieving more sustainable results in terms of the economy and local natural habitats
  • With the first phase of the scheme completed in 2017 the risk of flooding to the city centre has been substantially reduced
  • Helping to protect 3,500 homes and 500 commercial city centre properties as well as key access routes to the train station

Keynote Address: The Green Infrastructure Framework: Principles and Standards for England
  • People who live in neighbourhoods with greater amounts of green infrastructure tend to be happier, healthier and live longer lives than those who live in less green place
  • While it is everybody that benefits from green infrastructure, it is disadvantaged communities that may benefit the most
  • Understanding more about the types and amounts of green infrastructure that are most beneficial for the health of different communities to help local authorities, landowners and communities enhance the nation’s green infrastructure provision
  • Developing the Green Infrastructure Framework which will help to create and support a network of new and existing green spaces and green features throughout urban areas to benefit health, nature, climate and prosperity

  • The crises have demonstrated that as a nation, we were able to produce a huge surge of social capital alongside government financial support: a measure of our capacity for altruism rather than just economic calculation.
  • The creation of Community Municipal Investments, a platform developed by Abundance Investment in collaboration with the University of Leeds and funded by the UK government's Inclusive Economy Unit (Financing for Society), demonstrates the possibilities for our current predicament
  • Community Municipal Investment: a municipal bond issued by a council via a crowdfunding platform direct to its residents
  • The two £1m pilot bonds issued by West Berkshire and Warrington councils that successfully demonstrated the demand
