Liam is an experienced Director and capital programme leader with more than 20 years’ experience delivering complex estate, infrastructure and workplace transformation across higher education, transport, corporate real estate and construction environments. He holds an MSc in Project Management with Distinction with research in Artificial Intelligence in Project Management.  He has a background spanning architecture, engineering, and construction, giving him a balanced understanding of strategic planning, commercial delivery, public policy drivers, placemaking and operational estate performance.

As Director of Infrastructure at the University of East London, Liam has led major estate transformation across a multi-campus portfolio, including the Connected Campus programme, significant capital refurbishments, sustainability initiatives and operational improvement programmes. His previous roles with Transport for London and Network Rail saw him deliver multi-million complex infrastructure, refurbishment, and workplace schemes in live, high-profile and safety-critical environments.

Liam expertise includes estates master planning, programme governance, procurement, commercial management, stakeholder engagement, risk, health, and safety, BREEAM, sustainability and value-for-money delivery. He is recognised for his practical, collaborative and outcome-focused approach, with a track record of building strong teams, strengthening governance, and delivering schemes that create long-term organisational value.

Liam brings industry insight, senior client-side experience and real-world project examples that help learners understand the commercial, technical and leadership realities of successful project delivery.
