Managing Risk And Safety For Work At Height Related Tasks On And About The NHS Estate

The hierarchy of risk in terms of working at height on a building (avoid where possible – prevent falls occurring – reduce the consequences of a fall) applies regardless of the age of a building. However, effectively applying the higher measures is sometimes deemed “too difficult”, particularly when these apply to buildings that predate modern regulations and when budgets are pressed. All too often measures lower down the hierarchy are used but what consideration has gone into the specification of the access strategy, what are the responsibilities of the designer and the duty holder and how could these play out in the event of an accident occurring?
