How can we move from reform to reality and build a SEND system that delivers consistent, high-quality support for every child and young person? 

Following the government’s landmark reforms to England’s special educational needs and disabilities (SEND) system, 2027 marks a critical shift from policy design to system-wide implementation. Individual Support Plans (ISPs) are now being embedded across schools and colleges, supported by the three-tier model of “targeted”, “targeted plus” and “specialist” provision, alongside emerging national inclusion standards. While these changes aim to reduce reliance on Education, Health and Care Plans (EHCPs) and create a more inclusive, consistent system, challenges remain. Demand continues to rise, workforce pressures persist, and schools, trusts and local authorities are navigating how to deliver sustainable, high-quality provision while rebuilding trust with families.
