Dr Ian Gargan is the Chief Executive of the Private Healthcare Information Network (PHIN), a UK government-mandated, independent organisation dedicated to improving transparency and outcomes in private healthcare. He joined PHIN in September 2022, bringing with him a unique blend of clinical and strategic expertise as both an orthopaedic surgeon and a qualified psychologist.

With a career spanning both public and private healthcare sectors, Dr Gargan has led organisations focused on using data to drive improvements in patient care. At PHIN, he has championed a mission to “serve the patient, support the stakeholder, and deliver the Order”—a reference to the Competition and Markets Authority’s (CMA) Private Healthcare Market Investigation Order, which PHIN is responsible for implementing.

Under his leadership, PHIN has undergone significant transformation. In 2024, the organisation successfully delivered Stage 1 (bronze) of the CMA Order and is on track to deliver Stage 2 (silver) at the end of September 2025. Dr Gargan has positioned PHIN as a pivotal player in the UK healthcare landscape, advocating for the secure and effective sharing of data between the NHS and the independent sector to support informed patient choice and improved service quality.

He is known for his data-driven approach, collaborative leadership style, and commitment to ensuring that patients have access to clear, reliable information to guide their healthcare decisions.
