Faced with budget cuts, the pressures of the cost-of-living crisis and long-term challenges that will require cross-sector transformation, local authorities are working through a period of extreme pressure. Councils are battling urgent problems across housing, social care and the built environment while coping with pandemic recovery and looking ahead to delivering Net Zero and serving an aging population.  

Meeting these challenges will require local authorities to increase capacity across the organisation and improve their ability to deliver increasingly complex services. The workforce will need to evolve and digital transformation will need to revolutionise process and ways of working.  

This period of challenge and change is also a time of opportunity. From new devolution deals to the Levelling Up programme, central and local governments are realising the potential of local and place-based solutions. The roadmap for change ahead is one that understands the impact of affordable housing, fair jobs and thriving places in creating a healthy and sustainable society.
