Dr Sue Franklin

Principal Educational Psychologist at Lewisham Local Authority and Chair of the National Association of Principal Educational Psychologists

Dr Sue Franklin has over 32 years' experience working in the education sector. She had a ten-year career in teaching before becoming an educational psychologist in both mainstream and special primary schools, where she developed a keen interest in inclusion and held senior leadership roles. Sue qualified as an educational psychologist from the Tavistock course in north London in 2004. In her twelfth year as a Principal Educational Psychologist, Sue has held this role at three separate local authority services; Lambeth, Brighton & Hove, and currently Lewisham. 

In early 2024, Dr Franklin was awarded a Doctorate in Educational Psychology from UCL. Her thesis centred on positioning theory and its relevance for leadership within educational psychology services, as well as its broader applications across strategic leadership in local authorities. She has a wide knowledge base of SEND legislation in England having worked on SEND reforms since 2012 and has been both a Local Area SEND Ofsted Inspector and had strategic leadership roles in all three local authorities during inspections under both the previous and revised systems.

Currently, Dr Franklin is Chair of the National Association of Principal Educational Psychologists (NAPEP) for 2025-26, advocating for the profession in various national arenas. She has been a member of the Department for Education's Expert Advisory Group for SEND and Inclusion since summer 2025.
