The UK is one of the most targeted countries in Europe for cyber-attacks, accounting for 16% of all recorded incidents across the region. The UK Government's Cyber Security Breaches Survey 2025/2026 found that public sector bodies, from schools to universities to local authorities, remain among the most frequently targeted organisations, with phishing still the most common route in. In response, DSIT's Government Cyber Action Plan has established a new Government Cyber Unit, backed by £210 million of investment, tasked with building a new operating model for government cyber security by April 2027. Alongside it, the Cyber Security and Resilience Bill is progressing through Parliament, set to extend statutory obligations across suppliers, managed service providers and digital services for the first time. 

Unfortunately, legacy infrastructure, budgetary constraints, and a widening skills gap mean many public sector organisations are being asked to meet these new standards faster than they can resource them.
