Manchester University Foundation Trust & Manchester Amputation Reduction Strategy (MARS) and Greater Manchester Aneurysm Screening Programme

Consultant Vascular Surgeon & Clinical Director

Naseer Ahmad has been a Consultant Vascular Surgeon at Manchester University NHS Foundation Trust for over a decade. He undertakes the full range of vascular procedures including carotid, aortic and venous surgery, with a particular focus on complex lower limb revascularisation aimed at preventing major amputation. He is Clinical Director of the Manchester Amputation Reduction Strategy (MARS) and the Greater Manchester and East Cheshire Aneurysm Screening Programme. He previously served as Deputy Chief Clinical Information Officer at Manchester Royal Infirmary, where he supported the implementation of a new electronic patient record system across ten hospitals.

His research centres on inequality in lower limb amputation. This work led to the development of MARS, a whole-system programme that achieved a 46% reduction in amputation prevalence over six years within a pilot population of 220,000. The model is now being scaled across a population of three million, and he advises other regions nationally and internationally on system design and delivery. Through his cross-sector roles, he develops integrated vascular pathways that align public health, community and hospital services, and leads work on value-focused procurement approaches for wound care across Greater Manchester.

He works at the interface of clinical care, academia, industry, finance and digital transformation to integrate previously fragmented NHS pathways. He sits on the organising committees of the Charing Cross Vascular Conference, the Malvern Diabetic Foot Conference and the European Wound Management Association. He is Associate Editor of the International Wound Journal and works with Public Policy Projects, chaired by former Health Secretary Stephen Dorrell, as well as with the Vascular and Venous All-Party Parliamentary Group, contributing to the development of national vascular and public health policy.
