James Woolgar

Liverpool City Council Public Health Department

Advanced Public Health Practitioner (Sexual Health)

James leads the SRH and HIV work programme and commissioning agenda for Liverpool City Council. He recently commissioned “Axess” (the new Integrated Sexual & Reproductive Health service in Liverpool), which won the iese 2022 innovation and service redesign award in the NHS Health & Social Care sector. James is skilled and experienced at leading key work programmes related to SRH, HIV and other Public Health portfolios.

James is currently Chair of the English HIV & Sexual Health National Commissioners Group (EHSHCG), whilst representing the North West. He links with high level leads in DHSC, UKHSA, OHID, ADPH and the LGA around national strategies, sector led improvement, commissioning/collaboration and responding to consultations/national guidance. He has previously inputted into the national HIV action plan released in 2021, and the recently released Women’s Health Strategy for England (July 2022).

Crucially, he strategically led the development of a Women’s Health Hub model across Liverpool with local partners and colleagues – this is now increasingly becoming a nationally acclaimed model of delivery and has seen many women access provision for contraception (including LARC) and other services. James also works with the Primary Care Women’s Health Forum (PCWHF), inputting into the Women’s Health Hub Toolkit development available on their website, and is now a commissioner representative on the Faculty of Sexual & Reproductive Health (FSRH) Council.
