Tom Hughes is Assistant Director – Systems Change at the National Infrastructure and Service Transformation Authority (NISTA). Tom oversees the implementation of the government’s 10 Year Infrastructure Strategy, alongside policy and strategy work on energy and utilities. Before the creation of NISTA, Tom spent 6 years at the National Infrastructure Commission where he headed up the energy policy team, after working on a range of projects across energy, transport, regulation, and resilience. Prior to joining the Commission, Tom worked in a number of different policy roles in HM Treasury.
