Can the UK build a resilient, affordable and net zero utilities system fast enough to meet the demands of a changing world? 

The UK utilities sector is undergoing unprecedented transformation. With a legally binding target to reach net zero by 2050 and a commitment to cut emissions by 68% by 2030, government policy is accelerating reform across energy and water systems. The Clean Power 2030 Action Plan aims for at least 95% of electricity generation to come from low-carbon sources within this decade, supported by the Great British Energy Act 2025, which is driving investment in domestic clean energy . At the same time, public support remains strong, with around 80% of people backing renewable energy expansion. However, delivering this transition at pace requires unprecedented coordination, infrastructure delivery, and workforce expansion. 

Yet significant challenges remain. High energy costs continue to threaten industrial competitiveness and slow decarbonisation efforts while grid constraints and long connection queues are delaying critical renewable projects. Water scarcity is also emerging as a major risk, with projections suggesting deficits could undermine energy and industrial growth if not addressed. Alongside this, the sector must navigate regulatory uncertainty, skills shortages, and the need to modernise ageing infrastructure, while maintaining affordability and public trust.
