Tom is Oxford City Council’s Deputy Leader and Cabinet Member for Green Transport and Zero Carbon Oxford.
He has developed Oxford’s Citizens’ Assembly on Climate Change, and measures to create Britain’s first net-zero carbon council by 2021 and a Zero Carbon Oxford by 2040. He is introducing Oxford’s Zero Emission Zone in 2021 and leading the Council’s involvement in Energy Superhub Oxford which will create the UK’s largest EV charging hub in 2021. Tom has ultimate responsibility for the development of partnerships to achieve Zero Carbon Oxford.
First elected to the City Council in 2014, then re-elected in 2018, Tom lives in the ward that he represents. He was the recipient of the 2020 LGIU Environment and Sustainability Pioneer Councillor Award. Away from the Council, Tom is Chief Executive of Elmore Community Services, a domestic abuse, mental health, and complex needs charity.
He holds degrees from the Universities of Manchester and Cambridge and was a Fox International Fellow at Yale University.
