The COVID-19 pandemic revealed the widespread existing gaps in co-ordinated service provision, resulting in avoidable deaths and leaving communities vulnerable. On a daily basis, emergency healthcare fails to keep up with demand.

In May 2023, the Seventy-sixth World Health Assembly endorsed a groundbreaking resolution focused on emergency, critical, and operative (ECO) care, underlining the significance of integrated and commissioned care pathways, Resolution 76.2.
