How can the UK create learning environments that are sustainable, inclusive and fit for the future, while managing ageing buildings, rising operational pressures and evolving learner needs? 

Across the UK, schools, colleges and universities are undergoing significant infrastructure transformation. The Department for Education’s School Rebuilding Programme now includes more than 519 projects across England, with billions being invested into modernising learning spaces over the next decade. The National Audit Office has warned that around 700,000 pupils are learning in buildings requiring major refurbishment or rebuilding, while many institutions continue to face increasing pressures around maintenance backlogs, RAAC remediation, energy costs and sustainability targets. Government priorities around net zero, climate resilience, digital innovation and SEND inclusion are also reshaping the future of facilities management and campus infrastructure across the public sector.  

However, significant challenges remain. Education providers must balance infrastructure modernisation with financial constraints, decarbonisation requirements and growing expectations for safe, accessible and technology-enabled learning environments. Facilities and operational leaders are increasingly tasked with improving efficiency, supporting student wellbeing and ensuring buildings remain adaptable, resilient and sustainable for the future.
