Phoebe is an interim senior research fellow in the policy team at the Health Foundation. Phoebe has published work on a range of topics, including NHS reform, integration of health and social care, and opportunities for health care systems to address the social determinants of health. She currently leads the team’s work on Integrated Care Systems.

Before joining the Health Foundation, Phoebe was a Research Fellow at Victoria University of Wellington, New Zealand, working largely on primary care policy and research.  Before this, Phoebe worked in the policy team at The King’s Fund.
