Director Resilience

Rob MacFarlane is HMRC Director of Resilience, with responsibility for the design and implementation of an end-to-end operational resilience framework to protect the department's critical public services. Prior to this Rob was Deputy Director Security and Deputy Director Resilience in DWP, responsible for the department’s service resilience against national security and civil contingencies risks and Gold Command leadership for the full span of incident and crisis responses. From 2022-25 Rob was Head of the Business Continuity Specialism of the Government Security Profession. Before joining DWP Rob was Deputy Director in the Cabinet Office Civil Contingencies Secretariat, during which time he led the development of British Standards on Crisis Management and Organisational Resilience, was a principal author of the Joint Emergency Services Interoperability Doctrine and oversaw the Emergency Planning College, now the UK Resilience Academy. His early career was in research and consultancy, ranging from post-conflict reconstruction in Sub-Saharan Africa to police and partner intelligence sharing for community safety. Rob is an Honorary Member of the Business Continuity Institute, a Fellow of the Institute for Strategic Risk Management, received an OBE for public service in the Queen's 2021 Birthday Honours List, has a PhD in geo-spatial analysis from the University of Aberdeen and a Doctorate in Business Administration, focusing on crisis management in government, from the University of Durham.
