Over the past 12 months, the threat facing government and public services has surged to unprecedented levels. National Cyber Security Centre (NCSC) responded to 429 cyber‑attacks between September 2024 and August 2025, including 204 “nationally significant” incidents, more than double the previous year. Meanwhile, the most recent Cyber Security Breaches Survey 2025 shows that 43% of UK businesses and 30% of charities experienced a cyber breach or attack in the past 12 months.
Amid ongoing digital transformation, increasingly sophisticated threats, and the growing reliance on third‑party suppliers, there is little room for complacency. Ransomware, supply‑chain attacks, and AI‑driven phishing campaigns are no longer hypothetical; they are real and escalating. Yet many public‑sector organisations remain under‑prepared: legacy systems are still in use, incident‑response plans are incomplete or untested, and vendor networks often lack adequate security oversight. Additionally, the sector faces a persistent shortage of cybersecurity professionals, uneven adoption of basic cybersecurity practices, and unclear guidance on emerging risks, resulting in significant vulnerability at the national scale.
