How can the public sector rapidly scale clean energy solutions while maintaining essential services and responding to growing financial and social pressures? 

As the UK accelerates towards its legally binding 2050 net zero target, clean energy has become a central pillar of public sector decarbonisation. Government policy continues to evolve, with initiatives such as the British Energy Security StrategyPowering Up Britain, and ongoing investment through the Public Sector Decarbonisation Scheme (PSDS) placing renewed emphasis on domestically generated, low-carbon energy. Local authorities and public bodies are increasingly expected not only to reduce energy demand, but to actively develop and deploy clean energy infrastructure, from solar PV across public estates to heat networks and place-based energy systems. However, delivery remains complex. Grid capacity constraints, planning and regulatory barriers, and the challenge of financing large-scale energy projects all present significant hurdles. At the same time, organisations must ensure that the transition to clean energy supports wider priorities, including energy affordability, housing decarbonisation, and community resilience, while addressing a growing skills gap and ensuring long-term value for money.
