Overview

The Ministry of Justice has reformed probation. Following the consultation ‘Strengthening probation, building confidence’ held in summer 2018, the Target Operating Model was published in January 2021, which set out the key features for the future model of probation. From June 2021 the probation service returned to public sector management, having previously been privatised with the aim of reducing reoffending and improving costs to the public purse. The new probation service will be responsible for managing ex-offenders on a community order or licence following their release from prison in England and Wales. There will be 12 probation areas across England and Wales, with additional procurement activity undertaken as services are developed for each region. Charities and private companies will still be invited to bid for £100m in annual funding to run other services such as education, employment, accommodation and addiction treatment.
