Helen is the Director of the Bevan Commission, an independent think tank for health and care in Wales, and the Bevan Commission Academy, which aims to help translate the Commissions’ findings into practice. Helen played a leading role in its establishment and in the development of the prudent healthcare principles and the Bevan Innovators and Bevan Innovation Hub programs.
Helen was previously a Public Health Consultant with Public Health Wales which involved leading a major Ministerial review of health improvement interventions across Wales and wider service improvement.
Prior to this Helen held several senior positions within Welsh Government Health Policy and Strategy over a 12-year period, latterly heading up the Primary and Community Health Strategy Unit. Helen has considerable experience in clinical, service, professional and organisational policy, leading chronic conditions management change across Wales and in specific areas such as diabetes, respiratory, therapies, older people, palliative care and third sector sector-related policies.
Before joining the Welsh Government Helen worked as a Senior Consultant with the Health Promotion Authority for Wales, leading national interventions and undertaking considerable international work with the WHO, Karolinska Institute in Sweden and in advising the Russian, Spanish, Hungarian and New Zealand Governments on health-related policy. Helen was also a part of the internationally renowned five-year CHD intervention program, Heartbeat Wales, leading innovative approaches to reduce heart disease in Wales.
