Marissa Looby is a strategic leader and registered architect specialising in housing decarbonisation, energy policy, and the creation of high‑quality, sustainable places. As Home Energy Lead for the North West Net Zero Hub, she supports local authorities, social housing providers and others to navigate policy, funding, and large‑scale delivery. She has successfully led a £65 million retrofit programme across five subregions, driving systems change, industry collaboration, and evidence‑led approaches to net zero.

 

With experience spanning the UK and international government roles, Marissa previously served as Director of Integrated Design at the NSW Government (Australia), where she led policy, research and cross‑sector programmes focused on planning, public space and integrated city‑making. She brings expertise in strategy, infrastructure, and the built environment, and shaping programmes to deliver long‑term social, environmental and economic benefits for communities.
