Deven Ghelani founded Policy in Practice, a social policy software and analytics company, to make the welfare system simple for people and organisations to understand. As one of the original architects of Universal Credit, Deven has written and spoken extensively on the impact of welfare policy and the potential for using data for good.

Policy in Practice works with over 350 organisations, including 120 local authorities, housing providers, charities and commercial partners. Our award-winning Better Off platform turns our deep policy analysis into practical action. In 2025, councils using LIFT helped 62,000 households to be better off by over £77 million a year, with a projected lifetime impact exceeding £500 million. Through the Better Off Calculator, over 230,000 people identify £1.4 billion annually. Thousands use it daily via GOV.UK and our partners, with eligible users discovering nearly £6,000 a year on average.
