His drive and leadership saw him rise to lead the council’s building cleaning operation, gaining valuable insight into the operational heart of local government.

In 2002, Mark joined Lancaster City Council, initially managing cleansing, grounds maintenance, refuse, and recycling. His effectiveness in these roles led to his appointment as Director for Communities and the Environment, where he oversaw a broad portfolio including public realm, housing, leisure, and customer services. Mark’s approach is characterized by collaboration, innovation, and a focus on delivering tangible outcomes for residents.

As Chief Executive, Mark is recognized for championing climate action, reducing inequalities, and fostering strong partnerships across sectors.
