Richard has worked in official statistics for over 30 years - including on local authority finance, labour market, transport and ethnicity statistics. In his senior posts, he has been actively involved in statistical policy and governance, in the UK and internationally, and he has worked in the Office for National Statistics and several policy ministries. In his current role as Head of Data and Analysis in the Cabinet Office's Race Disparity Unit, he is responsible for the Ethnicity facts and figures website, activity to improve the quality of ethnicity data, and a programme of analytical work which, over the last year, has focused on the risk and impacts of COVID-19 on ethnic groups. He is also the Cabinet Office's Chief Statistician.
