David is an energy efficiency and low carbon heat expert with 14 years of experience in the field of energy consulting. With a background in engineering, David oversees our technical work on feasibility studies, project development, and procurement support for the built estate. David also brings his technical expertise to strategic work in government policy advice and organisational net zero action planning.  

 David is recognised as a leader in the sector. He is the Head of the Welsh Government Energy Service, the flagship decarbonisation delivery programme for the public sector in Wales which has supported over £100m of projects to reach financial close. He has designed and led the delivery of the Welsh Public Sector Low Carbon Heat Grant, committing over £50m for heat pumps and energy efficient retrofit. He has led national strategy projects also, including the Heat Strategy for Wales, and the NHS Wales Decarbonisation Delivery Plan.
