Howel Jones is the Corporate Director for Programmes and Projects at Local Partnerships, with overall responsibility for all Local Partnerships’ work for clients. This covers:
supporting public sector organisations to reduce carbon emissions; to present an integrated pathway to net zero; and to identify, respond and adapt to the impact of climate change in local areas
supporting public sector organisations to successfully procure, implement, review and wind-down complex contracts, to achieve desired outcomes
supporting central, regional, devolved and local government to develop and deliver strategies for resource efficiency, future sustainability and developing resilient systems to minimise waste and facilitate a circular economy
helping ensure the effective and efficient delivery of publicly procured and managed infrastructure and assets to meet current and future public sector requirements
supplementing and improving the commercial capability and capacity of the public sector to deliver sustainable services and outcomes.
Howel is a qualified public sector accountant and a fluent Welsh speaker with over 20 years’ experience of supporting the development and delivery of PPP/PFI projects and other investment programmes across a wide variety of sectors spanning the full project lifecycle and establishing robust programme and project management frameworks.
