Howel Jones is the Corporate Director for Programmes and Projects at Local Partnerships, with overall responsibility for all Local Partnerships’ work for clients. This covers: 

• supporting public sector organisations to reduce carbon emissions; to present an integrated pathway to net zero; and to identify, respond and adapt to the impact of climate change in local areas 

• supporting public sector organisations to successfully procure, implement, review and wind-down complex contracts, to achieve desired outcomes    

• supporting central, regional, devolved and local government to develop and deliver strategies for resource efficiency, future sustainability and developing resilient systems to minimise waste and facilitate a circular economy  

• helping ensure the effective and efficient delivery of publicly procured and managed infrastructure and assets to meet current and future public sector requirements  

• supplementing and improving the commercial capability and capacity of the public sector to deliver sustainable services and outcomes.   

Howel is a qualified public sector accountant and a fluent Welsh speaker with over 20 years’ experience of supporting the development and delivery of PPP/PFI projects and other investment programmes across a wide variety of sectors spanning the full project lifecycle and establishing robust programme and project management frameworks.
