Steve Westcott is a Programme Manager with over 15 years of architectural experience and a strong commitment to sustainable design. Over the past three years, he has supported public‑sector retrofit activity for the Greater Manchester Combined Authority (GMCA), delivering the region’s transition toward Carbon Neutrality.
Steven has played a key role in delivering the national Public Sector Decarbonisation Scheme (PSDS) across Greater Manchester and is currently engaged through GM’s Net Zero Accelerator programme. He is responsible for the development and delivery of the Public Building Retrofit Fund (PBRf) and the enabling fund (PBRef), supporting region‑focused decarbonisation through Greater Manchester’s devolved integrated settlement.
A core part of Steve’s current work includes working with GM’s public organisations to shape a data‑driven approach to understanding the public estate, enabling evidence‑based roadmaps for decarbonisation and enabling long‑term, strategic decision‑making.
Combining a background in architecture with experience managing complex projects, Steve brings technical insight, strategic thinking, and a collaborative approach to accelerating decarbonisation across Greater Manchester’s public estate.
