Head of Information Governance

Jenny Spiers is a Head of Information Governance with extensive experience delivering information governance and data sharing programmes across complex, multi-organisational health and care systems. She has led regional and national IG initiatives, including the implementation of interoperability IG frameworks, the development of data protection impact assessments (DPIAs) and information sharing agreements, and the provision of strategic guidance to senior stakeholders to ensure compliance with legislation and best practice.

In Greater Manchester, Jenny has played a key role in supporting large-scale shared care record delivery, including the GM Care Record, enabling secure information sharing across hundreds of partner organisations. Her work also supports the GM Secure Data Environment. Earlier in her career, she worked within NHS England’s data sharing and privacy function, contributing to national toolkits and templates to promote consistent and lawful use of data across the NHS. Jenny has 45 years NHS experience working across Child Health, Mental Health in both provider and commissioning organisations.

Jenny holds several leadership and advisory roles, including Joint Deputy Chair of the National Strategic Information Governance Network (SIGN), Chair of the Greater Manchester Information Governance Group (GMIGG), Co Chair of the Greater Manchester Information Governance Advisory Panel, and Information Governance Lead for the North West Secure Data Environment. She also represents IG on the GM ICS Digital Transformation Delivery Group and is a voting member for the North West on the National Data for Research and Development Programme Registration Service.
