The COVID-19 pandemic has hit many sources of income for councils and created billions of pounds of new costs and demands on their budgets. Councils forecast that they will have spent £7.3 billion more than planned prior to the COVID-19 crisis with meeting rising costs and demands for services such as social care and taking on new responsibilities such as outbreak management and Test and Trace. Councils have been provided with a £51 billion funding package which represents an increase of £2.3 billion in core spending, including access to an extra £1 billion for social care. Digital engagement and inclusion have become increasingly important during the multiple lockdowns as local authorities provide more services online using a wide range of digital channels.
